Role of the City Council

Council member's statutory duties are performed, almost without exception by the Council as a whole. As individuals, council members have no administrative authority. They cannot give orders or otherwise supervise city employees unless specifically directed to do so by the Council. The City Council is a policy board, with the following major areas of responsibilities: certifying municipal elections, setting and interpreting rules governing it own proceedings, set administrative policy directing the enforcement of City Ordinances, appoint administrative personnel, adopt the City budget, authorize the issuance of debt, approve appointments to boards/commissions, approve joint powers agreements and approve land use management matters.
